This scholarly award is named in honor of Mrs. Thelma J. Washington, mother of Ms. Rhetta Washington McCoy. Mrs. Washington was a woman who exemplified immense integrity and one who stood firm on her personal convictions. Her strong belief in helping others and her community was an example for many to follow, particularly her daughters who continue her legacy of service to the community.
This award is to assist a deserving African American female high school graduating senior, attending a Dallas ISD school, with furthering her educational pursuits beyond high school. The award is to be presented to a young woman who holds a strong belief in providing service to others and her community as exemplified through her actions, words and/or deeds, while maintaining high scholarly standards.
